Is it tactful for a sitting president to start mocking the citizens that fund his paycheck?

Who does Obama think he is? If you don't agree with someone like Trump that's fine but to start mocking citizens when you currently hold the office of POTUS is completely inappropriate and disrespectful. This guy has no grace or tact. What do you think?
