Selling without title in hand?

ok so i'm trying to sell my car which my dad signed over to me and it hasn't came in the mail yet, and i just moved to portland, Oregon. and i want to make the people feel better about the vehicle. if there's a bill of sale and i sign it isn't it as good as a title till it comes in the mail? to at least have a temporary registration? i did this in idaho, and i just had to wait for the title to come from the bank to give the the buyer, is it the same in Portland ,Oregon.
