Why hasn't affirmative action admission policies try to recruit poor black and Latino kids from the inner city?

The intent was not t recruit anyone who lacked the qualifications, the goal was to give minorities preference if they can do the job. Now you mentioned Harvard and other liberal arts colleges, those colleges get plenty of applications from minorities who have the financial means to attend so they do not have to reach out to the poor. Other colleges will get the more disadvantaged minorities and they do give them precedence over non-minorities. z
