Why is the US not drilling their own Oil on their own Soil? Why does PotUS continue to hold Drilling Permits?

instead of releasing them so companies can start drilling again??? If ten years ago, Bill Clinton and the Democrats had released oil permits, we wouldn't need the Arab Oil fields at all today. What? Why? are we not using our own resources?
