Is Chris Matthews correct that a GOP POTUS would receive Congressional Medal of Honor for doing what Obama did?

Do we have to wait for the next Democrat POTUS before President Obama is awarded his Congressional Medal of Honor or will this Congress press for Obama to get it sooner?
