Usually the best time to get cheap clothes are when holidays are coming up, when the seasons are changing, or whenever the store is getting in new styles. Sign up for their newsletters and emails. They will let you know all about sales coming up. I get emails from all of those stores weekly, especially Delias and Forever 21, offering me discounts and letting me in on their sales.
